During the last hours, ten more persons were executed in Tijuana, Baja California. Six were killed with high powered rifles AK-47 known as "goat horns" and AR-15 caliber 223. In other place, plastic bags containing decapitated heads were found.

Entre ellas destaca el ataque armado en el que también seis más fueron heridas con rifles de alto poder.Con los nombres de Julio César González Cortez, de 40 años de edad y Juan Carlos Casillas Jiménez, de 36, fueron identificados dos individuos ajusticiados con rifles AK-47 conocidos como "Cuerno de Chivo" y de AR-15 calibre 223 .... Los cuerpos y cabezas estaban dentro de bolsas de plástico.

I was in the Philippines recently, where ten people were decapitated.
Apparently it is not unusual there.
The motivation is kidnapping and extorsion by terrorists and there is an intense debate as to how to stop it; they seem unable to.
In Baja, it seems the motivation is different; criminal turf battles? Whatever it is,it is a unique act which places the perpetrators at a certain level of brutality designed to intimidate even tough people into submission. Probably it is effective in that regard. The question in Baja is, should the rest of us care, if it is just criminals eliminating each other? Or should we see it as something destructive of civilazation in a wider sense?
