Regulatory Issues in Baja California

Small scale extorsion by the Mexican police is an accepted practice. When I drive, I always have a hundred peso bill folded in my driving licence, so when I give it to the policeman, he has the option to return the licence while discretely pocketing the bribe. Astonishingly, Tijauna's street vendors have organized and are fighting the police extorsion they are exposed to. La Voz de la Frontera reports:

Se dijeron hartos de que cada que acuden a laborar, policias municipales les pidan cuotas a cambio de dejarlos trabajar. “No creo que los policías reciban órdenes de extorsionar, pero lo hacen”, aseveró Álvaro Castillo, presidente de la Unión de Comerciantes Solidarios de Tijuana. Sobrepasando sus funciones se han convertido en fiscales de la procedencia de sus mercancías y cuando éstos no acceden a “pagarles”, se las quitan. Lo mismo sucede con las mercancías procedentes de distintos orígenes, las cuales son retenidas alegando que no están importadas.

The policemen have spontaneously widened their area of operations and have started to control the origin of the merchandise, demanding to verify import dues paid.
