I have been asked to write an expert opinion and be an expert witness in the lawsuit initiated by the owner of an apartment in an expensive neighborhood in Tel Aviv North, near Kikar Hamedina. The apartment block was built in the fifties in a natural depression, without drainage nor sewage systems, as Tel Aviv is built on sand dunes and it was usual inthose early times to let them seep in down to the aquifer. The city developed around and the streets around were asphalted and are 1.5 - 2.0 meters higher than the ground. The underground water level under Tel Aviv is near the surface and the whole liquid elimination is not working, causing frequent sewage flooding of the ground level. The cooperative had done some emergency works, such as reversing the original direction of the flow in the ground level and building a new piping on the ground. Of course it is not working, water does not flow against the laws of gravity. Last night I wrote my opinion which is basically to build a sewage pumping station to lift the sewage to street level. Regarding the rain drainage, I propose two infiltration wells to improve better absorption of the the rainfall.
I'll have to present my opinion in court, so the judge can decide who has to pay. The idea is that the expense should be divided equally among all the owners of the block, and not only by the directly interested in solving the problem, which are those living at the ground level.
