This seems to be a recurring theme in your business - the client already has a treatment plant or other system in place but they allow it to fall into disrepair and don't use it. I can understand why that happens but you would think that once they are in trouble with the authorities they would put the system back in operation as a first step even before calling you.
A cookie factory makes money selling cookies. It only treats its wastewater if and when forced to by the authorities. Generally they build the treatment plant to receive the permit, then stop caring for it till cought. The regulations are very strict and for a cookie factory using much flour and margarine, it is very expensive and difficult to comply. I am called mostly to design new plans or to "save" plants in danger of closure.
I understood already why they don't maintain the system - it's not revenue producing, it requires technical skill, etc. But, if they are calling you, they have been caught and are in trouble already. The authorities are threatening to order the plant closed unless they come into compliance, etc. So why don't they turn the treatment system back on now - it was originally built to treat the very problem they are in trouble over now so wouldn't using it again be the logical 1st step for getting the authorities off their back?
Once there are cought and prosecuted, there are requested extra investments to make sure that the facility will not fail again (they always say it was a failure) and an expert engineering report of what is wrong and how it will be repaired. Once lawyers are in the case, engineering drawings and long papirusii with mysterious hierographs - such as produced by one like me - are necessary. Experts vs counterexperts battling in front of the judge like in a Roman circus. Only that here there are no Christians.
