Occam's Razor says that it's pretty unlikely that they staged this elaborate hit as a distraction, but it's not at all beyond credibility that once this "gift" fell into their lap that they would do the utmost to exploit its distraction qualities.
The Dubai police chief has now announced that they are banning any Israelis holding dual passports from entering Dubai. They will be able to tell who the Jews are based upon their noses. There is a great reflexive verb for such actions that make you a laughing stock (and a racist to boot in this case) - it is called "beclowning onself".
