GOI's deflationary weapon

It strikes me as funny that the Israeli Government is called "The GOI" in American diplomatic cables. An interesting bit of information is GOI's currency manipulation as a weapon. The Palestinians have no currency of their own and use the Israeli shekel and/or the Jordanian dinar. Their banking system is not reliable nor regulated, so they use Israeli banks. It appears that the GOI was imposing deflation (scarcity of shekels) on Gaza to depress its economic activity. The Econoff reports that:

The NSC abides by the principal that Gaza should receive just enough money for the basic needs of the population but it is not interested in returning the Gazan economy to a state of normal commerce and business. The agency tries to approve a reasonable amount of new money for entry into the territory each month; however, it will not permit any large scale transfer of assets from Ramallah-based banks to their branches in Gaza for fear of improving the purchasing power of entities wishing to harm Israel.

I think it was the French antisemites that started the allegations that there is a Jewish conspiracy to manipulate the currency to cause misery in France. Of course that was nonsense. It was Golda Meir who said that she hates the Arabs because they tought us how to kill, which we didnt know in the Galut. We can say that the Palestinians are teaching us how to practice currency manipulation as a political/military weapon, which we in the Galut did not know. Let's remember that the Hamas that rules Gaza is our sworn enemy, intent on destroying us. War is not nice.
