About 15% of reproducing couples cannot because of infertility. I assume that about 10% of the babies born are non-paternal that is the putative father is not the biological father and that because of low sperm count and mobility. Human females are directed by instinct to organize sperm competitions to ensure that they get fertilized by healthy sperm, so a percentage of the babies are fathered by almost anonymous men picked up on the street. Other are fathered through artificial insemination. It can be estimated that 5 to 10% of Israel's babies are fathered by the low-quality non-Ashkenazi people - Israeli but mainly foreign Christian.
The situation of fast mixing and degradation of Israeli genetic quality is ensured by two "secret" phenomena: one is the disappearance of legal, hospital sperm banks, and the second, the religious opinion of a 18th Century Hungarian rabbi (Feinberg) who said that it is forbidden for Jewish women to be inseminated by Jews because the risk of forbidden blood relations, but it is allowed by non-Jews, who are considered "non-persons" in the Jewish religion. According to our imbecile rabbis there cannot be the slightest forbidden blood link when a daughter of the Holy Chosen People is impregnated by a wild non-person. As consequence, religious women buy their sperm from foreign banks, ensuring that the donor is NOT Jewish. That's why you can see many strange, non-Jewish phenotypes in religious neighborhoods, and that is why a growing number of religious boys are falling out from the yeshives and given to form drunken street gangs (never seen among Jews anywhere), as they dont like to study Gemara.
Israel has had 15 sperm banks, 13 of them public and two private, but only seven are still active. The banks have stopped working for dearth of donors. No one in his mind will undergo long genetic tests, giving blood and sperm up to six times just to be included in the list of donors, writing down all his family background, signing numerous official forms, and so on, and then donating sperm for 200 shekels (60 dollars). The main cause there is no donors is the uncertainty about anonimity (that is, the certainty that it does not exist) and some well publicized cases where supposedly "anonymous" donors found themselves (years after having forgotten the whole thing) in court ordered to pay lifelong child maintenance.
The worst of aging is the loss of innocence, of illusions, of hope. Fortunately, it ends soon.

Perhaps Israelis could acquire high-quality Chinese sperm for inseminations. A taste for rice might be a small price to pay to ensure that their kids grow up as good yeshiva-bokhers. They might even join the navy when they're older. And we all know how the Chinese like to study...
On the other hand, some foreign Christian admixture might not be so bad either. It might be the straw that stirs the drink, since Ashkenazi Jews (who have lots of European blood) are a lot smarter than pure Middle Eastern Mizrahim.

The controversial rabbi Haim Amsalem has obliquely admitted in interviews that a great many Mizrahi Jews are cognitively incapable of being good yeshiva students.

As for your sperm donors, Israeli law seems lacking. In California the sperm donor has statutory protection regarding child support obligations. There have been a few transgressions in other states, but I think on the whole sperm donors in America are pretty safe. Nevertheless there is always that risk that some errant judge will think he must protect that innocent child and order some poor guy to pay for 18 years.
The man gets nothing here in America. All risk and no reward in family court. The woman can decide to have or not to have the child. Then she can make the man pay if she likes. He has no say so in anything. The more a man studies family law, the more fearful he becomes of marriage. Is it any wonder the family has become so damaged? This is exactly what the Frankfurt School wanted for us.

In the US at least, there is competition among sperm banks - you can select a father based on looks, education, IQ, etc. Medical students are popular donors. I would say that done properly , sperm donation could increase, not decrease IQ , even for Jews - not every goy has a goyische kopf.
It is clear, just based on physical appearances, that Ashkenazi Jews are some admixture of the original Semitic stock with Europeans. As someone else mentioned, the mizrahi Jews have no IQ advantage - so either the original Semitic stock had no advantage either or the admixing of the mizrahi w/ local populations brought the # down even below the goyish European average. In ancient times, there is no mention of Jews as being super-smart. So it is at least a possibility that 2+2 = 5 i.e. that somehow mixing Semitic plus European genes (plus the appropriate selection pressure perhaps) gets you something smarter than just a pure Jew.

BTW, the rabbinic concern about incest is touching, given that Jews are allowed to marry their 1st cousins. In Islam, this is not only true but common - some shockingly high % (I forget the #) of S. Asian (i.e. Pakistani) Muslims in the UK are married to their first cousins. This can't be good for IQ or other things.

Amongst Jews,and other small populations in which relatedness is unavoidably high, there is almost certainly a tradeoff between desireable genes and undesireable ones. The question is what is optimal, and first cousin marriages are not.

Anon, "goyische kopf" is a folkloric expression refering to Jewish Biblical scholars living in small communities in the vastness of the Russia plains and swamps, among ignorant peasants. Western science was founded by geniuses in Western Universities, like Zurich, Berlin, Paris, Vienna; Jews contributed a lot to science after they were accepted in the 1850s but never dominated any field. Having cleared up this misunderstanding (I hope), pls allow me to add that the boys of the 97th Regiment "Netzah Israel" (The Eternity of Israel) didnt look like pallid Talmudic students but healthy (brutish?) occupation troops. You have to know that the myth of Jews of E. Europe as pale yeshiva bochers was just that - a myth. Jews worked at all sorts of rugged occupations - fisherman, blacksmith, teamster, etc. That being said, I must say that my father had a strong aversion to guns and never kept one on the farm even though it would have been useful for killing pest animals (groundhogs, etc.) and so on. One would think that his experience w. the Nazis would have lead him to a desire to be equally armed but in fact it was the opposite - he wanted nothing to do with guns.
