Madness in Israel
A large industrial bakery designed by me is stuck because it appears has been built on a plot near a former Military Industry factory and the soil may be contaminated. The Ministry of Environment demands that all the piping be over the surface, includign the grease interceptor. I may have to design a sewage pumping station for the factory. The risk for contamination of the bread by underground sewage pipes (going out of the factory) are nil. The problem is the rivalry between the Min. of Environment and the Water Authority for contaminated soil regulation, which appears to be the next big regulatory jurisdiction. The thing hides a large potential for building a bureaucratic empire. And for a profitable consulting business. No one thinks of the costs or the benefits.

The risk of contamination may be nil, but you have to deal with the nausea and fear factor. It is better for the reputation of the factory to have the required lines on the surface.

I visied the bakery today. It is working and no one complains. The problem is that in the past there was a print shop on the plot, that marked the place as suspicious. All print shops are mapped and considered suspicious. Crazy.
